The controversy in Romans 7 revolves around seeking to determine if Paul is referring to his present condition as a Christian or was this something in the past on which he is reflecting. A position that many have taken is that Paul is referring to his present existence as a Christian.
The challenge one faces with the assertion that this is Paul's present Christian experience is that it is not the only view in the history of this chapter. Notably, Jacob Arminius (1559-1609) took the position that Paul was NOT referring to his present condition as a Christian. **
